ICV certification in the UAE: assessment, ICV template, stand-alone audit and certification by Hussain Al Shemsi Chartered Accountants

ICV certification can decide whether your business wins or loses a tender. The In-Country Value (ICV) certificate shows how much your company contributes to the UAE economy, and participating entities in the National ICV Program, including ADNOC and many federal and local government entities, use the ICV score when they award contracts.

At Hussain Al Shemsi Chartered Accountants, we take care of the whole process for you. From the first assessment and your stand-alone audit to the ICV template and final certificate, our team prepares your figures and works with an authorised certifying body until you are certified, with an accurate score and no surprises.

The ICV certificate at a glance

  • Issued by: a Certifying Body authorised by the Ministry of Industry and Advanced Technology (MoIAT), through the official ICV platform.
  • Based on: your audited financial statements. From 1 January 2025, stand-alone audited statements for the entity being certified are required; figures carved out of consolidated accounts are no longer accepted.
  • Validity: 14 months from the date your audited financial statements were issued.
  • New companies: businesses under 10 months old can use management accounts for up to 9 months.
  • One licence, one certificate: each trade licence is a separate entity, but branches in the same emirate with identical activities and ownership receive one combined certificate.

What the ICV Score Measures

The score is based on your spending, investment and people in the UAE. The attributes depend on your type of business:
